Cost management on the SAA-C03 is a matching exercise: each tool has one job, and a scenario names the job. The main axis is analyze versus control — understanding spend versus setting limits on it.

Analyze vs control

  • Cost Exploreranalyze and visualize spend by service, spot trends, and forecast. The answer for “understand where the money went” and “project future cost”.
  • AWS Budgetsset thresholds and alert (or trigger actions) when actual or forecast spend approaches them. The answer for “warn me before I exceed X”, including forecast-based alerts before the money is spent.

Analyze the past → Cost Explorer. Control the future → Budgets. The exam routinely offers one where the other belongs.

Attribute and export

  • Cost allocation tags — label resources by team, project or environment; once activated, the bill breaks down along those tags for chargeback.
  • Cost and Usage Report (CUR) — the most granular billing data, line-item and hourly, delivered to S3 for deep analysis. Cost Explorer is interactive; the CUR is the raw dataset.

Combine accounts

For an enterprise with many accounts, consolidated billing through AWS Organizations produces one bill and pools usage so it reaches volume-discount tiers sooner. It is the answer to “single bill plus combined discounts across accounts”.

AWS Budgets lets you set a cost threshold and alert when actual or forecast spend approaches or exceeds it — a forecast-based budget warns you before the limit is actually hit. Why not the others: Cost Explorer analyzes spend but does not push proactive threshold alerts. A CloudWatch alarm on CPU monitors performance, not budgeted cost. Trusted Advisor gives best-practice checks, not a configurable spend-forecast alert. Proactive threshold alerting on cost is AWS Budgets.

Answer: A — Cost allocation tags applied to resources and activated in the billing console.

Cost allocation tags let you label resources by team, project or environment and, once activated, break the bill down along those tags for chargeback — the standard cost-attribution mechanism. Why not the others: using different Regions does not attribute cost by team and distorts architecture for a billing goal. A CloudWatch dashboard shows metrics, not cost breakdowns. IAM groups manage permissions, not billing attribution. Attributing spend to teams and projects is cost allocation tags.

Answer: A — The AWS Cost and Usage Report (CUR).

The Cost and Usage Report is the most detailed billing data AWS offers — line-item, hourly, per-resource — delivered to S3 for analysis in a data lake or query engine. Why not the others: Cost Explorer is for interactive visualization, not a granular exported dataset. The Budgets dashboard shows threshold status, not line items. A PDF invoice is a summary, not analyzable granular data. The most granular billing dataset is the Cost and Usage Report.

Answer: A — Consolidated billing through AWS Organizations.

Consolidated billing through AWS Organizations combines the usage of all member accounts into one bill under the management account, so aggregated usage reaches volume-discount tiers sooner — exactly the single-bill, combined-discount requirement. Why not the others: a separate payment method per account is the opposite of consolidation and forgoes combined discounts. Cost Explorer's forecasting analyzes spend, it does not aggregate billing. A single-account Savings Plan is a commitment discount, not the account-wide billing consolidation described. One bill plus combined discounts is consolidated billing.

If the requirement is to look back and understand or forecast spend — analyze, visualize, break down by service — it is Cost Explorer. If it is to set a limit and be alerted (or take action) when spend approaches it, it is AWS Budgets. Analyze versus control is the distinction.
When do I need the Cost and Usage Report?
When you need the most granular, line-item billing data — hourly, per resource — for detailed analysis in your own tooling or data lake. Cost Explorer is for interactive exploration; the CUR is the raw, exhaustive dataset delivered to S3.
